    Department of Professional and Occupational Regulation

    Governor Ralph Northam re-appointed Jay Wayne DeBoer as Director of the Department of Professional and Occupational Regulation (DPOR) in July 2018.

    Mr. DeBoer was appointed Director of DPOR by Governor Terry McAuliffe in the spring of 2014. He previously served as DPOR Director from 2006-2010 in Governor Tim Kaine's administration. During the interim period, he worked with the Virginia Association of Realtors, the Commonwealth's largest trade association, in legal and public policy areas. Mr. DeBoer also previously served as the Commissioner of the Virginia Department for the Aging from 2002-2006, during the administration of Governor Mark Warner. 

    Mr. DeBoer was born on July 30, 1953, in Petersburg, Virginia. He attended public schools, and graduated from Dinwiddie County High School in 1971. He was the first National Merit Scholarship finalist in Dinwiddie County history. 

    Mr. DeBoer received his Bachelor of Arts degree in Government from the College of William and Mary in 1975, and his Doctor of Jurisprudence from the Marshall-Wythe School of Law, College of William and Mary, in 1979. An attorney in private practice in the Petersburg area from 1979 until 2002, he is a past president of the Prince George Bar Association, and was a member of the Petersburg Bar Association.

    Mr. DeBoer was elected to the Virginia House of Delegates in 1982, and from 1983 until 2002, represented the 63rd House District in the General Assembly. He served as Co-Chair of the Health, Welfare and Institutions Committee, and was a member of the Finance, General Laws, Claims, Interstate Cooperation, Science and Technology, and Agriculture Committees. Mr. DeBoer was also a member and past Chair of the Joint Commission on Health Care, member and past Chair of the Virginia Code Commission, and member of the Joint Legislative Audit and Review Commission (JLARC). Known for what newspapers called "his keen intellect and quick wit," Mr. DeBoer was a JEOPARDY! champion in appearances on that television program in 1986. 

    Mr. DeBoer is married to the former Dawn Bonham of Salem, Virginia, who is an attorney in the Richmond area. The DeBoers reside in Sutherland, in Dinwiddie County.
